The reason snow is so hard to do is that it can behave like a solid, liquid and gas at the same time. It's easy to simulate each of these on it's own, but it gets tricky to combine them. To stylize the snow for Ram's Horn, we could just choose one state and exaggerate it. I think we could get great results if we treat it as a volume with some particle and/or rigid body sims underneath.
Treating snow as a fluid would be more difficult. Traditional fluid simulations don't take into account internal stresses and compressibility. However, snow can be modeled as a granular fluid. And one of our faculty happens to have done his PhD thesis on granular fluids. . .
